This depends on how the thermostat is broken. Most are designed to fail in an open position, however any can fail in a closed position (or partially closed). If it is failed in a closed position then you cannot really drive it with the thermostat broken, as the engine would overheat.

It’s been a long time since I have touched a 2000 Civic so I’m not entirely sure what I am looking at, but the sensor in the lower right of the picture looks an awful lot like a coolant temp sensor and the hole with the Easy-Out broken off in it looks too small to house a coolant temp sensor.
